February 23, 1998 Present: Alderman Herman Davis News Media: Keith Moore, Herald Publishing; Art Corum, KKOZ Guests: A visitor's sheet was passed around for those in attendance to sign. CALL TO ORDER: Meeting called to order by President of the Board of Aldermen & Acting Mayor, Herman Davis. ROLL CALL: Upon call of the roll, the following aldermen were present: Herman Davis, Delmar Guthery, Oren Alcorn, and Don Davidson. APPROVAL OF MINUTES: Minutes of February 9, 1998, meeting were mailed to Aldermen for their review. Motion made by Oren Alcorn to approve minutes. Second to the motion by Don Davidson. Motion carried. All in favor. PETITION PRESENTED TO BOARD OF ALDERMEN: Laura Martin spoke to board about handicap parking at businesses (businesses on Square are not a problem, as there are ramps). She mentioned restaurants & Wal-Mart, which do not have designated parking spaces. Petition requests City to advise businesses that Americans With Disabilities Act of 1990, sets out regulations for public accommodations and commercial facilities. Alderman Alcorn had question about the intent of petitioners regarding parking signs. Board asked City Attorney to advise. Mr. Smith said each business is obligated to provide proper signage and parking spaces designated for handicapped. CHAMBER OF COMMERCE: Karen Mendel, Executive Director of Ava Chamber of Commerce, said she spoke to MO Highway Dept. regarding Poke Salat Days. They have an engineer who will lay-out the temporary route for closing part of Public Square during Poke Salat Days. They will provide barriers for direct traffic, signs and temporary highway striping. CITIZENS' COMMENTS:None. Eric Frye and Mrs. Lena Marlin spoke up. Several people all started talking at once. Mr. Davis told them they were all out of order. Aldermen assured Jess Graham that the State of Missouri Department of Revenue is judicial authority that can revoke licenses, not the City of Ava. MRS. BILLIE LAMBERT - FENCEROW COMPLAINT: Mrs. Billie Lambert said she would like to drop her request that she stated at last meeting, for City to widen the street to the football field. She asks only that the fencerow be cleaned. ACCOUNTS PAYABLE: Accounts payable were reviewed by Aldermen. Motion made by Delmar Guthery to pay all invoices admitted for approval. Second to motion by Don Davidson. Motion approved. All in favor. ADJOURNMENT: Motion made by Don Davidson to adjourn meeting. Second to motion by Oren Alcorn. Motion approved. All in favor. Meeting Adjourned.
