CALL TO ORDER: Meeting called to order by Mayor Scott Fleetwood.

ROLL CALL: Upon call of the roll, the following aldermen were present: Herman Davis, Delmar Guthery, Oren Alcorn, and Don Davidson.

APPROVAL OF MINUTES: None

COMPUTER HARDWARE BIDS: Bids for computer PC units were submitted at the March 23, 1998, council meeting and Aldermen decided to hold this special meeting for consideration of the bids. The bidding firms were asked to be present to answer questions.

MOBILE COMPUTER SERVICE - STEVE HADEN & VIC TINGLER:

(9) Intel P-200 MMX, 512K Cache, 64 MB EDO RAM @ $1,872.00 ea. = $16,848.00

Mayor asked about training for Microsoft programs. With at least five participants, price is $89 each. Mr. Haden then decided, since we are buying the system, he would not require a minumum of five, but would like to have at least four participants. Peggy asked about service. On-site service will be available. Mobile shops are stocked with parts - same day service. Warranty - two year depot and one year on-site. They supply equipment for GOIN. Scott asked about timeframe. Vic said one week to 10 days - don't have all cabling in place. Peggy asked Jack Ferrell can oversee installation, but would need City electric department to drill holes through walls, etc. In order to network workstations, each one has to have an emulation card, which is available only from software dealer and has to be added.
Service contract: after we have service for two or three months, they will come in and evaluate the set-up, quality of electrical wiring, cleanliness that would affect operation of equipment, etc.

Mr. Kelley said price quoted is based on quantity. Warranty - one year depot/option of three year depot. Scott asked about on-site service. Mr. Kelley said no, since they are in St. Louis. Depot - we would have to UPS equipment to him - one-day turn-around.
Training - what do they offer? Mr. Kelley said basic Windows '95 and system. New Horizons - training available because he is a value-added-reseller (VAR). He can help facilitate training.
Depot warranty for three years would be $303, for additional two years per unit.
Timeframe - one week to 10 days.

They started out selling IBM System 36's and emulation cards, so they are familiar.
Currently work with small to middle-size customers, and have about 20 cities in this area which he listed out.
Kel Data is certified AS400 dealer and can get emulation card.

Salesman did not attend meeting. Peggy submitted photo copies. She did not know anything about training options.
Alderman Davidson said for $4,000 more - he'd think we would need to provide 17" moniors.
Alderman Davis said people, working so much with computers, need to consider their eyes - bigger screen is less eye strain.
Motion made by Don Davidson to accept bid from Mobile Computer System, with 17" monitors. Second to motion by Oren Alcorn. Motion approved. All in favor.

POLICE VACANCIES:Applications were looked over by Board. Alderman Davis said he thinks Police Commission should review the applications and make recommendations for interviews.
Their is a vacancy on Police Commission which needs to by filled.
Scott suggested Oren Alcorn serve on Police Commission, since he is not running for re-election.
Don Davidson recommended Dean Watson. It was mentioned that Dean lives outside City limits. Other names mentioned were, Jerry Huff & Dean Kane.
Herman Davis said we would need to advertise for the position publicly.
Motion made by Don Davidson to contact Dean Kane to serve on Police Commission. Second to motion by Oren Alcorn. Motion approved. All in favor.

STREET DEPARTMENT DUMPTRUCK:'86 model truck - transmission trouble and knock in engine. Motor & transmission would be expensive repairs to a 12 year-old truck.
Scott said he did not know yet what type of maintenance system we have on our trucks. He submitted some information about an oil treatment additive.

Scott would like to check with some of the references they provided.

ELECTRIC DEPARTMENT:Line-clearance, tree trimmer certification school through White River. Electric Department Superintendent, Greg Chamberlain, has requested that Sam Miller & David Melton attend this training. the tuition is $400 each person, plus cost of lodging.
Motion made by Don Davidson to approve the two employees to attend this training certification. Second to motion by Herman Davis. Motion approved. All in favor, with abstention by Oren Alcorn, because David Melton is his son-in-law.

FAIR BOARD:Don Pinckney, Fair Board President, talked to Scott yesterday about the City electric department helping with electrical wiring - inside building being renovated. City owns the property, but Fair Board owns the buildings, and electrical power is served by White River Electric.
Greg Chamberlain, Superintendent, is our only electric department employee who is trained in residential (electrical wiring).
