CALL TO ORDER: Meeting called to order by Mayor Scott Fleetwood

ROLL CALL: Upon call of the roll, the following aldermen were present: Herman Davis, Delmar Guthery, Don Davidson, Leon Harris.

APPROVAL OF MINUTES: Minutes of April 23 & 27, 1998, minutes were mailed to aldermen prior to the meeting for their review. Mayor called for motion to amend or approve minutes as prepared. Motion made by Don Davidson to approve minutes. Second to motion by Delmar Guthery. Motion approved by vote of all in favor.

ORDER OF BUSINESS:

CITIZEN’S COMMENTS: None.

AMVETS COYOTES – GREG & KATHY ACREE: Greg Acree spoke to Board about their non-profit organization representing veterans, and outlined the activities of the organization. They are requesting that their business be allowed to stay open and serve liquor by consumption until 1:30 A.M., the same as MO statute allows. Mayor said we cannot decide immediately. City would have to pass an ordinance to change City Ordinance. Alderman Davis suggested having an answer for them at next regular meeting – May 26th.

RECYCLING CENTER ANNUAL REPORT: Greg & Kim Thorsen and Carol Sharp gave their annual report on Missouri not-for-profit organization: Douglas County Household & Hazardous Waste & Recycling Committee. Greg Thorsen gave a history from the beginning of the organization. He submitted a year-end summary of materials recycled in 1997 & 1998, projected budget, showing projected shortfall of $12,970. Committee has not had a contract before with City; Greg presented a copy of contract with Douglas County. He asked City to enter into a contract with them. He asked to meet with Board of Aldermen at a worksession to establish contract amount. Aldermen will meet with committee at May 21st worksession , at 8:00 A.M.

CHAMBER OF COMMERCE: Karen Mendel, Executive Director of the Ava Area Chamber of Commerce, reported to aldermen about an economic development course she attended, sponsored by City through one of the items of contract with Chamber of Commerce. She is in competition for a scholarship to attend more courses.

For Poke Salat Days, Karen said State will provide a copy of sign plan. She talked about emergency routes and will provide maps & some details to confirm City’s commitment. Chamber office has requested:

    1. (3) dumpsters – outside edge of Square – asked for dumpsters to be emptied late Friday evening.
    2.  

    3. Electric service – need three or four additional 220 outlets on north side of square. Asked for Mike Bristol to meet with City Electric Department.
    4. City to authorize their security guard to have arrest powers when guarding the premises after hours

BILL #5/98.6 – PROPOSED ORDINANCE #551: An Ordinance Adopting And Enacting A New Code For The City Of Ava, Missouri; Providing For The Repeal Of Certain Ordinances Not Included Therein; Providing A Penalty For The Violation Thereof; Providing For The Manner Of Amending Such Code; And Providing When Such Code And This Ordinance Shall Become Effective.

Bill read by City Clerk. Motion made by Don Davidson to approve first reading of bill. Second to motion by Herman Davis. Motion approved. All in favor. Record of vote: Davidson, aye; Davis, aye; Guthery, aye; Harris, aye.

Thereupon Bill #5/98.6 was duly passed and approved and numbered City Ordinance #551.

SWIMMING POOL: Mayor Fleetwood introduced pool manager, Robyn Denney, and announced that the Board will meet at Thursday’s worksession, with Robyn, at the pool. Pool needs to have interior plastered and plumbing repairs done. Aldermen have a list of requirements needed before pool opens – list provided by Park Commission.

FOX TROT APARTMENTS/LOCKWOOD DEVELOPMENT: Mayor has meeting scheduled with developers of Fox Trot Apartments, at the site, at 1:30 P.M., on May 19th. Problems with water run off. Mayor asked Aldermen to attend, if possible.

ACCOUNTS PAYABLE; BIDS: Bids for safety cage for police car were submitted to Board:

Galls – Pro Guard D-55027…..$419.99 plus $40.00 freight = $459.99

Metro USA – The Interrogator Cage 3…..$349.00

Nat’l Safety Outlet – Setina Bodyguard 33SE10SP…..$315.00 plus $40.00 freight = $355.00

OMB Police Supply – Troy Partition TP-1…..$365.95

Tuxall - Setina Bodyguard 10S/L…..$309.95 plus $35.00 freight = $344.95

Galls – Setina Bodyguard D-SS016…..$329.00 plus $40.00 freight = $369.00

Motion made by Delmar Guthery to purchase safety cage from Galls for $419.99 plus $40.00 freight, total bid $459.99. Second to motion by Leon Harris. Motion approved. All in favor.

Mayor submitted several bids for lawn tractors, and recommends replacing some of the equipment while it still has some trade-in value:

Crown Tractor – John Deere Front Mower Model #F932 w/60" side discharge mower, 4-post rollguard w/canopy…..$14,844.00 (w/municipal discount), less trade-in $7,125.00 = $7,719.00

Ozark Power – John Deere F932 Front Runner, w/60" side discharge deck, 4-post ROPS w/canopy…..$12,079.47 less trade-in $4500.00 = $7,579.47.

Motion made by Leon Harris to purchase John Deere F932 Front Runner from Ozark Power for $7,579.47.

Sanitation Department Superintendent, Bill Downs, has requested purchase of 2-yarder dumpsters – price is $300.00 each. Bill recommends buying six. He says there are 15 or 20 that need some repairs & maintenance, and need these for rotation.

 

Fire Chief, Tom Woods, spoke to council about summer fire school, at Jefferson City, June 13 & 14, 1998. $100 per person – two to attend – Tom Woods & Justin Colburn. Motion made by Don Davidson to approve two firemen for summer fire school at Jefferson City, at $100 per person. Second to motion by Herman Davis. Motion approved. All in favor.

Mayor requested Fire Department be permanent agenda item each meeting.

Accounts payable were reviewed by Aldermen. Motion made by Herman Davis to approve accounts payable as presented. Second to motion by Leon Harris. Motion approved. All in favor.

John Sutton asked if any progress is being made on storm water retention ordinance or policy. Mayor said he would like to get policy in place within two months.

CLOSED SESSION: Motion made by Herman Davis to move into closed session for discussion of personnel pursuant to RSMo 610.021(3). Second to motion by Don Davidson. Motion approved. All in favor.

Fire Chief, Tom Woods, expressed concern that only one officer is on duty after midnight. Board discussed finding applicants for police department. Mayor has gotten police payscales for surrounding communities, and will provide a proposal to Board of Aldermen on his recommendations.

Police Commission has interviewed Joe Harley for position of part-time police officer, and recommends hiring him.

Jeff Denney, sanitation department employee, has asked about his starting wage. He was hired in at $.50 cents higher than other starting wages. He has asked about backpay. He will be advised his wage will be reviewed next month at regular review time.

There was discussion about evaluations, payscales, etc.

Aldermen looked over applications submitted in response to advertisement for Parks/Recreation Director. Board instructed Mayor Fleetwood to interview applicants.

Ron Wallace utility service – Lacey Turner paid deposit for utilities, then married Ron Wallace, who has an old, delinquent, outstanding utility bill. Utility Supervisor, Kim Dodson, asked about crediting Mrs. Wallace’s deposit refund toward old account. City Attorney advised not to do this, as this is her property before her marriage. Any service they have, in either name now since their marriage, the old bill will have to be paid before new service can be connected.

Board discussed floater position advertised in Herald newspaper. This person would cover vacations, etc. Alderman Harris asked if we have equipment or do we have to buy equipment. He feels we need to hire two people for brush crew. It will take 18 months to cover City, then will be back to beginning.

Motion made by Leon Harris to approve Joe Harley as part-time police officer. Starting wage at $7.00 per hour, with wage review in 90 days. Starting date immediately. Second to motion by Don Davidson. Motion approved. All in favor.

SIDEWALK & GUTTERING: City has been digging out, delivering gravel and forms – then contractor pours concrete. Scott asked if City wanted to continue – No – the City provides specs and inspection, not labor, gravel, etc. City will go to curb with cold mix.
