CALL TO ORDER: Meeting called to order by Mayor Scott Fleetwood.

ROLL CALL: Roll call of aldermen by City Clerk. Those aldermen present are Herman Davis, Delmar Guthery, Don Davidson and Leon Harris.

ORDER OF BUSINESS:

LIQUOR LICENSE ORDINANCE – AMVETS: Mayor Fleetwood said City would change City ordinances for City to conform with State statutes – City Attorney will write an ordinance to revise this.

N.E. 10th STREET: Eddie Wolfe with Rezell Engineer will meet with Aldermen & Mayor in the morning to define City street easement on N.E. 10th Street. Mayor submitted a sketch provided by Lockwood Development Architects showing earth berm retaining wall – Aldermen felt like concrete should be used, not an earthen berm.

SURPLUS AUCTION: Received from State – notice of auction of surplus equipment on June 4th.

CDBG WATER STORAGE TANK PROJECT: Scott Consulting Engineer has scheduled to get design of storage tank to DNR for approval by June 19.

COMMUNITY WATER SUPPLY EVALUATION: MO DNR has submitted a lengthy written evaluation of the City’s public water supply and distribution system. We have shown 48% water loss over past years, due in part, to no meters on some City facilities. With proper metering & maintenance, Scott hopes to get our water loss to around 10%.

WATER RATE STRUCTURE: Mayor submitted a proposed water rate structure:

Minimum - $4.00 per 1,000 gallons

1,000 – 10,000 gallons - $.20 cents per 100 gallons

10,001 – 35,000 gallons - $.12.5 cents per 100 gallons

35,001 – 60,000 gallons - $.10cents per 100 gallons

60,001 and up - $.07.5 cents per 100 gallons

Average cost per household - $.42 cents per day

Average cost per business - $.92 cents per day

Mayor submits this for council consideration and review – to be taken up at next meeting. He said there will need to be an ordinance drawn up.

WATER SERVICE OUTSIDE CITY LIMITS: Road Y-500. Scott has had inquiry about adding some homes outside City limits onto City water system. Mayor has cost estimate prepared by Water Department Superintendent, Jerry Loveland. Alderman Davis said his opinion now is, this is not a good time to be

extending service outside the City limits. Mr. Harris felt like we should take care of customers on Girdner Road already being served – that need larger service line.

Fire Chief Woods pointed out if the houses on Y are ever hooked onto sewer – this would require a sewer lift station.

CONDEMNATION OF PROPERTIES: Patton property on E. Hwy 14 – City sent letter of notice, which was returned by post office. This now requires public notice to be published in newspaper. One alderman questioned the condition of the yellow house next to H&R Block.

SWIM POOL UPDATE: Mayor said valve dug out – pulled & cleaned. Pool is being filled with water now and plans are to open at end of the week.

GOIN – INTERNET GRANT: CDBG $45,000 grant – have spent down to balance of $1,560. State is encouraging us to close out the project. Mike Bristol submitted bids for two computers to be used for public workstations. Bids from four vendors. Two bids included Everex equipment.

Performance Microsystems, Branson, MO - $ 950 each unit

Gateway - $1,149 each unit

Mobile Computer Service, Nixa - $997 each unit

Dell - $1,147 each unit

Performance Microsystems is low bidder. Motion made by Herman Davis to approve bid from Performance Microsystems. Second to motion by Leon Harris. Motion approved. All in favor.

Printers of computers: Printers work for regular system software, but will not print out word processing from P.C.’s.

Mayor submitted price list – Aldermen were in agreement to purchase the proposed equipment:

Two large jet printers - $399 each

One ink jet printer - $249 each from Circuit City

MAINTENANCE DEPARTMENT – UTILITY TRAILER: 20’ utility trailer for mower:

Rod’s Auto Sales, Houston - $1,334 (question if this includes brakes)

Show Me Trailers, Rogersville - $1,446.50

Evans Trailer Sales, Rogersville - $1,120

Several options listed. Superintendent Rick Graham looked over bids and said he would need the extra width trailer.

Motion made by Don Davidson to purchase 20’ utility trailer from Evan Trailer Sales for $1,120, with brakes $1,500. Second to motion by Leon Harris.

ACCOUNTS PAYABLE: Accounts payable were reviewed by Aldermen. Motion made by Don Davidson to approve Accounts Payable as presented. Second to motion by Herman Davis. Motion approved. All in favor.

CLOSED SESSION: Motion made by Don Davidson to move into closed executive session for discussion of personnel pursuant to RSMo 610.021(3). Second to motion by Leon Harris. Motion approved. All in favor.

Police Department: Mayor submitted list of applicants that will be interviewed by Police Commission on June 5, at 1:30 P.M.

Mayor submitted proposal for police department’s wage schedule. Mayor obtained information, through Missouri Municipal League, of police department wages of other municipalities:

Jerry Huffman - $300 per month increase

Clint McFarlin - $11.37/hr. to $12.87/hr.

Reggie Johnson - $8.58/hr. to $10.33/hr.

Trampus Taylor - $7.50/hr. to $9.20/hr.

Joe Harley - $7.00/hr. to $8.50/hr.

Police starting wage to be raised to $8.50/hr.

After 90 day wage evaluation raised to $8.75 or $9.00

Motion made by Herman Davis to approve new wage proposal for police department, effective June 1, 1998. Second to motion by Don Davidson. Motion approved. All in favor.

Mayor submitted proposal from Alliance, Columbia, MO – a company that manages utility departments for monthly fee.

Park Department: Mayor talked with Ric Buchanan about taking on Park/Recreation Director responsibilities. Ric said he would want the $500 per month that Cathy Thompson was being paid. He also inquired about employee benefits – health insurance, etc. Ric is making $15,000 annual salary now. This would be $21,000 per year. Don Davidson recommended that council meet with Park Commission.

Scot read a list of planned activities/projects to be completed this year. Mowing steep hillside was discussed. Mayor asked to hire Daniel Stewart for $65.00 per month to water & maintain flower beds.

Wiring of concession stand was discussed. If concession stand is moved, wire has to be in closed conduit. Scott said City electric department can do this.

Floater Employee: Applications have been received for "floater" position and brush crew. Mayor would like to hire a "floater" by June 1st.

Fairgrounds: Fairgrounds septic – no lateral lines were put in when septic tanks were installed.

Lawsuit: Tom Pierce case – Carl Smith has been in contact with MIRMA - they have appellate procedure. Carl plans to file a declaratory judgment. MIRMA refused to defend City – court declared $20,000 judgment against City, which has been paid.

Meadowbrook Manor: Old utility bill – City will pursue payment on this account. There is $12,000 electric bill outstanding.

ADJOURNMENT: Motion made by Delmar Guthery to adjourn meeting. Second to motion by Don Davidson. Motion approved. All in favor.
