CALL TO ORDER: Meeting called to order by Mayor Scott Fleetwood

ROLL CALL: Upon call of the roll, the following aldermen were present: Herman Davis, Delmar Guthery, Leon Harris, Don Davidson.

APPROVAL OF MINUTES: Minutes of October 26, 1998, meeting were mailed to Aldermen for their review. Motion made by Herman Davis to approve minutes. Second to the motion by Don Davidson. Motion carried. All in favor.

Presentation by Randy Norden of MO Rural Water Association, on water wellhead protection program - for public drinking water systems – a plan of protection – your community’s health and economy.

CITIZEN’S COMMENTS:

American Cancer Society: Wally Jessen, Chairman of local chapter of American Cancer Society, announced an informational meeting about services provided in this community. Meeting will be held at Ava Masonic Lodge on Friday, November 13, at 6:30 P.M. He also asked that the City again designate December as "Love Lights a Tree" month.

RESOLUTION #98.10: A resolution to obtain financial assistance through USDA Rural Development – Rural Business Enterprise Grant (RBEG), for road improvements to Hagale water tank in Industrial Park.

Resolution read by City Clerk. Motion made by Don Davidson to approve and adopt Resolution #98.10. Second to motion by Leon Harris. Motion approved. All in favor.

BILL #11/98.15 – PROPOSED ORDINANCE #560: An Ordinance Calling A General Municipal Election To Be Held In the City Of Ava, Missouri, On Tuesday, April 6, 1999, For The Purpose Of Electing Two Aldermen – One From The West Ward And One From The East Ward Of Said City And A Mayor.

Bill read by City Clerk. Motion made by Herman Davis to approve first reading of bill. Second to motion by Leon Harris. Motion approved. All in favor. Record of vote: Davis, aye; Harris, aye; Davidson, aye; Guthery, aye.

Thereupon Bill #11/98.15 was duly passed and approved and numbered Ordinance #560.

BUILDING PERMIT/MISSOURI ONE CALL: City employee, Ed Anderson, spoke to Board about issuance of building permits and excavation permits. He has checked with other underground utilities – natural gas & telephone – they recommend using our Missouri One Call to have utilities located before a building permit is issued. He recommended an advertising campaign to educate the public about the MO One Call procedure.

RECORDS STORAGE BUILDING: Marilyn Alms and Ed Anderson spoke to Council about further renovation of the records storage building – removing two overhead garage doors & blocking up the walls.

BROKEN MONUMENTS AT AVA CEMETERY: Marilyn Alms and Ed Anderson spoke to Aldermen about the deteriorating condition of some of the older headstones in the 1920 Addition of the cemetery. Ed has talked to Chaney Monument Co. about small, flat replacement stones, which would cost $25. He is making an inventory of broken stones.

EMPLOYEE HANDBOOK: Mayor asked Aldermen to review draft copy of the proposed handbook.

PATTON HOUSE CONDEMNATION: City has been following procedure to condemn a small house on East Hwy 14, by KT Welding and Sheltered Workshop. City advertised by legal notice in Herald for two weeks, but did not have any response from interested contractors.

Motion made by Herman Davis for City to remove roof shingles and have volunteer fire department burn it down to dispose of it. Second to motion by Leon Harris. Motion approved. All in favor.

Mayor said there are two or three other properties that are deteriorated to the extent of being a dangerous structure. Owners will be notified.

Mayor sent a letter to owner of Maple Lane Trailer Park about a mobile unit that was damaged by fire – about half of unit is still standing. City Attorney advised this would be handled by same dangerous building procedure as we have done on the Patton building.

TWO-WAY COMMUNICATIONS RADIOS: Sgt. Reggie Johnson spoke about the new radio system that sheriff’s office now uses. Estimate for new radios for police department is approximately $5,000. City’s radios are two-channel radios – newer systems are six-channel. Aldermen approved advertising for bids.

Electric department is having problem with pagers working properly – not picking up tone when paged. There was discussion about different companies and style of equipment & range of equipment. It was brought out that the supervisors of water and street do not have pagers.

Aldermen authorized obtaining bids on new pagers.

ACCOUNTS PAYABLE: Accounts payable cash requirement report was submitted to Aldermen for their review. Motion made by Leon Harris to approve accounts payable expenditure of $46,862.77. Second to motion by Herman Davis. Motion approved. All in favor.

CLOSED SESSION: Motion made by Leon Harris to move into closed session for discussion on personnel pursuant to RSMo 610.021(3). Second to motion by Don Davidson. Motion approved. All in favor.

OPEN SESSION/ADJOURNMENT: Motion made by Don Davidson to move to regular open session. Second to motion by Leon Harris. Motion approved. All in favor.

Alderman Davis brought up giving adjustments on water bills when there is a water leak. Aldermen were in agreement to do this.

Mayor talked to City Attorney about delinquent utility bills – we will go back five years and file suit for amount of delinquent bills. City Attorney will handle the paperwork.

Rod Heinrichs, owner of Rod’s Truck & Auto, has applied for building permit to build a building over sewer line. City Attorney, Carl Smith, said, due to age of sewer line and concrete already over the line, his advice is to allow him to build the building.

Motion made by Leon Harris to approve building permit. Second to motion by Delmar Guthery. Motion approved. All in favor.
