December 31, 1998 8:00 a.m. Present: Mayor Scott Fleetwood Police Commission: Linda Myers Employees: Bill Downs, Sanitation Department Supervisor CALL TO ORDER: Meeting called to order by Mayor Scott Fleetwood. Roll call: After a call of the roll by City Clerk Marilyn Alms, the following Aldermen were present: Delmar Guthery, Leon Harris, Don Davidson, Herman Davis. Police officer resignation: Police Officer Trampus Taylor has submitted a letter of resignation to be effective January 15, 1999 – giving two weeks notice. He has accepted employment with the Douglas County Sheriff’s office. Mayor Fleetwood has discussed with Mr. Taylor his reasons for leaving city employment and it seems to be overall dissatisfaction with the city department. Dean Kane said he disagrees with Mayor Fleetwood and feels other officers should be talked to and investigate this "morale problem". Mayor Fleetwood said that he has talked to all other officers, ridden with them while on duty, etc. Motion by Leon Harris to accept the resignation of Trampus Taylor. Second to the motion by Herman Davis. Approved. All in favor. Mayor Fleetwood asked the Commission and Aldermen what steps to take now to fill this vacancy. Police Commission Chairman Linda Myers said that at the last interview process they interviewed Steve Wilson and at that time decided when an opening became available he would be offered a job. Motion by Don Davidson to offer the police position to Steve Wilson. Second to the motion by Herman Davis. Approved. All in favor. Police schooling: The police department needs to complete some hours of schooling. One of the necessary courses is a defensive driving course. The cost of this course is $150 per employee and travel accommodations. A certification course is offered at a cost of $1,000 which might be 75% reimbursable from MIRMA. Kelly Beets with MIRMA will be here Monday for evaluation and we can confirm reimbursement. Mayor Fleetwood recommended that if the city has a certification officer, we could generate revenue from other agencies by offering this course. Motion by Herman Davis to approve the program of having one of the city officers certified to teach this course. Approved. All in favor. Linda Myers asked if the city would require a commitment from the officer selected for the certification to stay employed with the city. Sanitation: Bill Downs spoke to the aldermen about the floater who has been hired as a fill-in. He apparently does not want to work with the Sanitation Department. City banking: Alderman Davis suggested that the city should advertise and take bids for the city’s banking business including checking, savings, and certificates of deposit. City set backs and zoning: Chapter 110 Zoning Section 155 Business district density requirements: Business district minimum rear yard set backs for a principal building is 20 ft. for B-1, 15 ft. for B-2, and 15 ft. for B-3. There has been an application submitted for a building permit for an office building in a B-3 zoned district. It has come to the city’s attention that there is a recently built office building on this same parcel that is 4 or 5 feet from property line – the minimum rear yard set-back was not enforced. Personnel: Board of Aldermen spoke to city employee Ed Anderson about his job description and responsibilities and what is expected of him in the floater position – to help all city departments. Motion made by Leon Harris to terminate the employment of Ed Anderson. Second to the motion by Don Davidson. Motion approved. All in favor. Sewer rodder: The sewer rodding machine needs to be housed inside where there is heat, so water can be kept in the machine for it to be ready for service. Adjournment: Motion made by Herman Davis to adjourn. Second to the motion by Delmar Guthery. Motion approved.
